I'd choose the 2nd one, if u want only to watch videos, the 768 kbps speed is enough. And u will save 10 $

go for the cheap.  if you buy the more expensive plan who's to say you will get those specs anyway?  you won't.  save ten bucks a month.  dsl is pretty un-reliable when it comes to a good solid clean connection.  there is too many switches/connections that goes on thru a phone line.
