1-900 numbers?

Question

OK , so when i try to become a runescape member , my phone says the call cannot be completed, and i know that is because the 1- 900 number is being blocked. BUT what i need to know , is that , is it the individual number being blocked , or is it 1-900 numbers in general? please answer asap , thanks!

1-900 #'s are "adult" phone lines and most people block them , why do you need a call to join runescape?
