1) How does one become a para professional in education, and 2) where would I find information on the para?

professional to teaching program, where they pay for you to go to school in NYC to get your masters if you are a para.

There is no such thing as a para.  A paraprofessional (one word) in education is another word for a teaching assistant.  You would have to be hired as a teaching assistant first to be eligible for such a program, if one exists.  I'm not in NYC, and I've never heard of such a program, but if you already have such a job, I would call the school district to find out if it is true that they will pay for you to go to school to become a teacher (rumors like this are pretty common, and it may not be true).

  3. Para professional typically is used in the legal world, maybe even in the medical world, but not in education.  Sorry.  What this really sounds like is a scam and you get cheated out of something such as money rather than a real degree in NYC.
