  1. The Federal Courts are divided into districts. The geographical boundaries of these districts determine where a case is held.


  2. Depends on your federal jurisidction. I can't remember if it's 10 or 13 juridsdictions, but wherever the incident takes place is normally the federal jurisdiction you're in.
