Marcos. Because he was able to make the people more disciplined (well.. kind of) and even if he was a dictator and imposed martial law, he still made the phils develop in a way i don't think anyone else after him could have. I mean the dollar rate was wayyy better back then. Even though I wasnt alive yet, i've heard stories of how effective of a leader he was. try researching on him and his achievements.
