    There isn't a meaningful statistical sample to indicate that 1 out of 24 would be maintained consistantly through the rest of the ballots.   Suppose that you only looked at four of those 24 ballots and forund your 1 ballot. Do you then assume that 1 out of 4 are bad?

    Suppose that you continued counting byond 24 and didn't find another.  Even one more valid ballot makes if 1 out of 25 throwing  your computation off.

    To validat your 1:24 ratio you would have to take additional samples of 24 across the entire range of total ballots ballots and see if the 1:24 trend is supported.
