1 year old eating his sisters p**p?

I have a friend who is a single mother of three, she has a 2 year old daughter who has been sexually abused and a 1 year old who takes her diaper off and eats her p**p. I dont know if the one year old was ever sexually abused but I wonder about this, its disgusting and I dont know what to tell her. Why is he eating her p**p? Is he mentally handicapped? or was he abused?

It might just be nothing. She needs to stop her child though. It could make him extremely sick.
