Our central air has this rating. Is that a good or bad rating?

  1. not so great.

we got a new 13 SEER, however we don't use A/C that much. if you live in a hot region, you'd want to get at least a 15 or 16 SEER, they may even go higher to 18 or 20 SEER.

The advantage of higher SEER is that they have two or more stages, so they run a limited cooling cycle most of the time, and this is good at removing humidity from your home, and just removing moisture from the air will have a tremendous cooling effect. If it gets really hot the second stage kicks in.
