10.55 degrees for pisces rising would that make me pisces 1 or 2 and why?some astrologers say differently?

alot of astrologers say the first decan ends at 9.59 degrees where as others i guess just round off and say 11 degrees start pisces 2 what happens to the 10 degree

10:55 Pisces would be in the 2nd decanate; which is influenced by Cancer.  

Each decanate is 10 full degrees.  For Pisces:

The 1st decanate would be Pisces, The 2nd decanate would be Cancer, The 3rd decanate would be Scorpio....
