10 month old has spots and lots of blotches of dry skin on his face?

i always use baby lotion but for the last month he has had like a orange blotches of dry skin and little spots on his face. i havent used any different products to what he usually has, or changed his food. and putting baby lotion on the blotches just makes it worse. what could this be?

my doctor says baby lotion only smells good!! buy some cetaphil lotion from walmart, target, the grocery store, lotion him 2 times a day or more ..you will see the patches disapear in a few days
