  1. It gets more complex when you consider primary and secondary safety.  Primary safety is the ability to the car to avoid accidents -- good handling, responsive steering, good brakes, good vision, etc.  Secondary safety is what is measured in the crash tests -- how likely you will survive an accident when it happens.  Unfortunately the light, nimble cars that have good primary safety tend to be not as good in accidents as the big, heavy tanks.  I favor primary safety, so I like the MINI, the VW Golf, the Mazda 3, Mazdaspeed 3, Mazda Miata, Mazda RX8, Ford Focus, Scion xD in no particular order.  Yeah, I listed only 8 here in America.  There's a lot more to choose from in Europe.  One car that doesn't belong is the Smart -- bad in both primary and secondary safety.
