ok so in a GA plane ( 172 or a cirrus )can you USE YOUR electronic things laptops n such at any altitude but more around 10 thousand

There are no restrictions on using electronic devices in a private aircraft. Your passengers can use their computer from takeoff till touchdown if they want to.

The answer to your question lies in FAR 91.21.

Basically, it says that you can't operate electronic devices in an airplane when it's

a) operated by an air carrier

b) operated under Instrument Flight Rules

It says that this can be overruled by the operator of the flight if  they determine that it does not cause interference to communications or navigation systems.

This means that what the operator says goes.  If they allow it, then go ahead and use the laptop.  Cell phones probably won't work so well, I usually have difficulty getting a signal above 4000 ft.
