how can i make a lil water fall in my 10gaL tank should i use the filtor or a air pump?

I agree, attach some tubing to your powerhead and direct the flow to a nice rock stack to form a waterfall.  It would be better if you could hide the tubing so the waterfall looks natural.

A powerhead is not a filter (it has no medium), or a straight air pump.
