115HP Mercury has no jam with prop on?

Question

I have a 115HP mercury boat motor that runs like a dream with the prop off but as soon as you have the prop on it gets sluggish and max's out at a high idle speed. The prop itself is in fine shape. It's like the boat is producing no torque at all.

try running a 22 pitch laser II prop SOUNDS like youre prop is either to big or to small if its a 19 or 20 pitch then its to small u need a 22 pitch for a merc 115
