You can but you will have to be carefull on what you are spending your money.I would suggest eg to look for a flatmate so you will share the rent...

Instead of looking for your own flat search for what we call WG (Wohngemeinschaft)people sharing flat so the expensive rent is shared amongst them

It all depends on your expectations. Personally, I find it difficult to  live well (!!!!) - which includes having an apartment in a reasonable area, owning a reliable car, paying for insurances, electricity, groceries, clothes, cosmetics, hobbies, occasional fun times while still being able to save money and also investing some in to a pension plan - off of less than 2000 €. But that is just me. Some people manage to live off of 900 €. I dont know how they do it but it is possible.

Now that is a lot of money for Germany per month considering that the average rent is between 450 and 550 for a one to two bedroom apartment, you can live very good from 1350 euro per month!
