The 10th amendment leaves to the states everything that is not expressly given the federal government in the articles and amendments of the constitution.  But it is rare that any case is decided on 10th amendment grounds.  For 2 reasons.  The commerce clause gives the Feds the right to regulate states in many areas.  And the federal purse strings give the feds the defacto power to compel the states comply with federal law.  This has survived the supreme court test.  The clearest case for a federal law that may violate the 10th amendment is the Defense of Marriage Act (DoMA).  The constitution does not give the feds the power to define marriage - therefore the 10th amendment leaves it to the states.  It's not commerce, it is not connected to federal funding. But a case has not yet made its way to the supreme court.
