17 Fiction Contest?!?! 2009?

Okay, I'm a little confused. I want to enter this contest and I was looking at the winners from last year. It looked like Meg Cabot started a story and then they finished it. Well... I don't see a started story any where so I'm assuming we make up the WHOLE thing??? Any help would be great...

yeah. you make up the whole thing. BUT it can't be longer than 500 words! so it's a super short story!
