  1. Well I am not sure that I understand your question but I would realy suggest that you pay the hospital bill since it nothing fun in being caught up by law. Having to pay all the extra money that they charge you if youre late might put you in a deep hole preventing a lot of fun activites in the years to came. Better to live slim now and have fun later. 2. If you are age 17 you should not be looking for a Disney cruise to have a good time.  Yes Disney has kids programs but they are geared mainly to young (like 3 to 12) kids and even though they have adults only stuff, you will have a much better time on a cruise line like Royal Caribbean.

RC has the most on board activities than any other cruise line, especially on their newer ships. They have a teen disco/club  called Fuel in a special area of their ships called Adventure Ocean.  You will be able to hang out with teens your age.  Plus there are all of those great activities on RC ships.  And all of the other cruise lines, including RC go to more places than does Disney because it only has 2 ships.

So pay your bill, its the young adult right thing to do, and plan on a RC cruise for next year.  Its not like there will not be cruises next year.

  3. If you plan on getting drunk on ANY cruise line, you will be escorted back to your cabin the first time, and thrown in the Brig the second time.  People pay good money for these trips, and don't want to be around some belligerent drunk, especially with young children around [Disney is aimed at families], and the crew will make short work of anyone who is bothering another guest.  You are bound by rules of conduct while on a cruiseship, not by the rights you have back at home
