18+ California State: Rental Cars?

Question

I was wondering where in CA can you get a rental car that will allow 18+ to check out. I understand most places needs an adult with the age of 24+ to be able to get a car, but which rental car place will let 18+ be the primary driver?

ex: Avis, Hertz and Alamo requires a +21 primary driver. What about from Budget? It doesn't say any age requirements, so if anyone knows anything from Budget, please let me know. Thanks!

its nearly imposible to rent a car in ca. if you're under 25.  there are companies that will but , i dont have those names. ugly duckling was on e but , i think they're gone now.
