If you are 19 years old and have a learners permit and are in the state of virginia how many passengers can you carry? And what are the restrictions?

  1. Wow 19 huh? Virginia sounds like a tough state. Well in CA, over 18 only what the vehicle is designed for


  2. None. None. Nun.  Unless you are speaking about the instructor(and I doubt that)  You have a learners permit.  Your car insurance would be on your backside.  It is also written in your training manual.
