1941 coupe has no vin all i have is the bill of sale. how can i get a title?

i bought this car and rust has ate away the vin plate on the passenger floor. there is the trim id plate on the fire wall. but there is no title to this car how would a person go about getting a title to get it registered to drive as an antique?
