1975 Evinrude Flywheel not turning when starting?

Everything is a go; carbs are clean, gas, battery charged, new spark plugs. When I turn the key, I can see the flywheel turns about a quarter turn and stops. Then I manually wind it back and retry. I cannot continue the spin it normally follows manually. This is a 1975 Evinrude outboard that ran fine and sat for a week or so when I was on vacation. Any thoughts?

  1. Pull the plugs out turn over then>cycs might be flooded with fuel> Check all connections>

    Are you saying the starter is spinning but the flywheel not turning?

    Measure the voltage at the battery - in spite of what your charger is telling you.  Fully charged battery is at least 12.65 volts.

    Do br549's test procedure, if the motor's not seized, then measure the voltage at starter postive terminal with the key turned to "start".  if you get 12V (give or take half a volt), rebuild or replace starter.

    otherwise, disconnect, clean and reconnect all cables battery to solenoid to starter.  I mean polish 'em till they shine, use sandpaper if you have to.  then reconnect 'em tight! tight! tight!  Don't forget the battery (-) and solenoid engine block ground connections.  If your battery posts have wingnuts, use pliers on 'em.

  3. Hate to be a stick in the mud, but every engine I ever saw that free spun part way and stopped and would free spin back and stop was either a broken rod or had the wrong sparkplugs. (there was this old mercury timing tool that used to sell a lot of pistons)

  4. Remove the spark plugs and try and turn by hand. If it doesn't turn, motor locked up somehow.

    If it does turn by hand, try again with starter (plugs out). If it then turns, your battery is bad, or starter is shot.
