1981 sunrunner 22' won't steer?

just purchased a 1981 sunrunner boat and i can't get it to steer. the wheel and cable seem to be free but if you try to move the drive on the outside of the boat it only moves freely about 1/8 inch to either side. does it have a steering lock for travel that i am not seeing. my last boat had just a manual arm that you installed before travel on the trailer but i don't se one here. is there a lever or button i am overlooking? the boat has been garage kept and is in excellent cond . the previous owner has passed away , so unless i can hire a psychic , any forthcoming info on the boat is null. any help would be great.

Call the local Sunrunner distributor or, probably, any boat repair shop and they should be able to help you.

Disconnect the cable end from the tiller arm on the outdrive. This will tell you if the cable or drive is stuck.
