  1. If it has a  water jacket plate remove an put on a new gasket> Have you tried retorting the bolts>?

  2. junk it  not worth the time and effort and money on something 24 years old

  3. Get you some "Ear Muffs" so you can start on a garden hose. Remove the covers. Look around and find the "Pee Hole" usually on back right looking from back. There is a rubber hose there from the Engine. Crank and see if this spraying water on the plugs. There should be a strong water spray from the hole, these can be clogged with dirt. So, you may need to remove the hose and see if water come out. If, water not come out, then the Water Impeller may need replaced. Ask here and people tell you how. IF, there is water coming from the Cylinder out the spark plug hole, when the plug removed then it more serious. May be cheaper to find another engine than risk Parts and Labor costs (May cost more to fix than buying a good running). If you buy the same engine the old be good for many parts if you ever need them. OR, you can sell the old engine, part it out, etc. and recoup some of your money on your new used engine.

  4. look for a thermostat and a poppet valve assy.  might be bad, might be clogged.  the water around the plugs is due to a simple gasket.  it's NOT a head gasket, just a water jacket gasket.  you can r/r it if you like, but many of them leak a little and don't hurt anything.  have you changed the impellor?

  5. You would probably have to disassemble it to answer that.  You may have pieces of the impeller in the water jackets located in the leg of the motor that blocks the water flow which from the sound of it, your engine has probably overheated in the past which could have cracked the block or head. Mine busted a piston in half, but i was able to bore the engine out and put a sleeve in the block.  It ran fine after that. It was less expensive than buying a new motor.
