No.  The Magna is made to run. Have the carbs cleaned and the air cleaner replaced.

If the base bike originated from California, for example, it's quite possibly restricted.  Not by the factory, but by Honda U.S.A. when it arrived in America.

A lot of early '80s imports from the U.S. are limited to 60-85mph.  It is usually done by modifying the ignition system.

being an 85 i wouldn't think so but i could be wrong i would try cleaning the carb it could be that or being a 85 the muffler could be restricted from carbon build up if it cant breath it cant run
