1986 El Camino emission question in PA?

Hey everyone I own a 1986 El Camino and I love it to death. Well I want to put a big block into it and I was told by one of my mechanics that since my car is not 25 years or old I am not except from emission test. Well he said if you really want to do it, then you will need to take all of the emission parts off the 305 and put them on the big block. Is that true or not?

Also if there is a way around it can someone let me know?

I'd double check with another mechanic.  It seems to me that my mother's 90 celebrity wagon is emissions exempt so your 86 should be also.
