1990's cartoon-help!?

Question

I used to watch a cartoon when i was little (from 1993) and it had two skeletons in. one of them always used to wear a red hat, and they owned a skeleton dog.

i can aways remember one of the episodes they were in a yellow with purple or blue walls and a yellow bar and yellow stools in.

i have tried to research it but i couldn't find anything
