engage the parking brake pull the shifter all the way into 1 and hold down the windshield washer button for thirty seconds this will actuate the emergency hood release

Ive had this happen before on my 92' deville. Its possible to open, just a real pain in the neck to do it. It all depends on where the cable broke . Just go at it with a pair of long nosed pliers from the front grille until you can grab the release and open it. Or if you have the plastic grille just break one of the slats, that should give you some room to work (if you dont mind a slat missing). Once open, rig up a cable that hangs down over the front (using the original cable) so you can open it again until the cables replaced. Its alot harder than it looks and took me about an hour or two. I dont think it can be done from the bottom, although i never tried. Or you can take it to any shop and they will do it for about $70.

Try getting in from underneath the front bumper.

Unless the grille screws off from the front...
