  1. Having worked for chrysler and seen this problem before, it sounds like a problem with the clockspring.  Its located under the airbag and allows all the wiring located in the steering wheel/column to turn when you turn your steering wheel.  When it fails, your horn faults, air bag light illuminates, wiper blades may be erratic and cruise may become inop.  The part will run you $136.00 plus labor at the dealer.  I highly recoccomend you let them take care of it.  You don't want an airbag exploding in your face and you need special tools to do the job.

  2. The problem is in the clock spring located under the steering wheel. It's called a clock spring because it resembles one if taken apart. You're van has a life time recall in it. Simply take it to a Chrysler/Dodge dealer and tell them the problem. They should fix it free. And no, the air bag will not deploy with it like this. It just may not work if you have an accident.

  3. Clock spring broken.

  4. I would say you have something shorting out in the steering column.

  5. Steering column "pin".  I had the same thing happen to me in my Opal 1900.  Horn would honk when I turned the steering wheel.  It was a stupid PLASTIC steering column pin.  The pin was cheap, but the labor to get to it was NOT cheap.

That's my two cents worth. (a bargain at twice the price!)

  6. there is a short in the horn, I dont know your car, and how easy it is to get out with the airbag there, but on a non airbag car its pretty easy

You may have to take it to the dealer
