  1. I had the same problem with a grand prix 1993!  after considering a bad starter and the engine having seized we took off the accessory belt and found that the AC PUMP froze!  easy repair!  got one from the junk yard that turned for 10 bucks and the car started right up.  easiest way to determine if there is an issue with something is to take the accessory belt off and try to start the car.  If it starts then the ac pump or power steering is likely burned up and needs to be replaced.  If it still won't start you have to consider that your engine may have siezed.
