1997 40hp mercury holds back when full throttle?

it also has a miss when idleing for a few mins then trying to get on top the water(not when idleing when getting on it) has lots of power just hesitate when running full throttle if i back off a lil it picks up speed not much but you can feel it.i pulled the carbs they were clean i didn't see any jets to take out i cleaned ever hole with a tip cleaner

  1. Replace plugs and wires. Check for water in fuel, first.

Did you check the fuel filter?  It may be clogged or dirty.  Check and make sure the choke is all the way open, if it's partially closed, that could cause the same problem.  May sure your gas doesn't have any water or condensate in it and if it's a two stroke, make sure it's mixed correctly.  A lot of times these problems are just simply a fuel problem.  Check the plug wire/wires and you may want to change the spark plug/plugs also.  Check the fuel lines for cracks or leaks.  If it's drawing air from somewhere in the fuel line, it won't get the proper amount of fuel at full throttle.  As a last resort, check the timing, although you may want to leave this to a mechanic because improper timing can cause detonation or other major problems!  Get a manual for your engine model.  They help out tremendously!  Good Luck.   3. Cleaning the plugs often doesnt work.

    You need to replace them.
