1997 Dodge Dakota clutch problems?

Question

I have a 97 Dodge Dakota 6 cylinder engine 5 speed manual. My wife is having problems with the clutch. She says that when she lets out the clutch pedal it feels like it is still pushed in cause when she gives it gas it just revs up. She can get it to move but really "sluggish". She had a friend check the fluid and that was full. They are wanting to know if it is a hydraulic clutch? anyone know.. if it is. also anyone have any suggestions. I can't look at it cause i am off on a deployment.
