1997 kawasaki jet ski continues to rev and sometimes stays open after applying throttle and releasing throttle

throttle cable does not appear to stick, have taken cover off carb and carb opens and closes normal with throttle trigger being pulled. starts right up, iddles fine, bogs a little when first applying throttle, just replaced plugs also. i don't have to give much throttle for it to rev up and continues a little after throttle released sometimes sticks.
