1999 explorer 4.0 sohc engine will not start and pops when trying to start..new plugs and wires and coil works

it pops when trying to start .. i think the compression is very low and there is a strong gas smell when trying to start and pops more when gas pedal held to floor... could the motor be gas washed.. i was told id passed ma. inspection no problem in januaryof this year and has been sitting for a while...???? please help it has 141,000 miles ?? the plugs looked very old mabe original...
