2 things for a bird....?

ok so my sister wants a bird that can learn how to talk and doesn't have its wings clipped...... what store could we go to to get this kind of bird???? do you think a parakeet can learn how to talk??? and do you think petdco clipes their wings?

Yes, budgies can talk - some quite well.  Males are much more likely to talk.  You want its wings clipped to start with, so you can establish a good relationship with him.  They'll grow out again when he molts.
