  1. If you are used to perfectly reliable cars like a Honda or Toyota do not buy a BMW.  All the things that you list are needed and mandatory maintenance items on  a 3 series BMW.  If you can only afford the car and not the maintenance stay away from BMWs!

You will spend on average $500-$3,000 making any high mileage BMW near perfect or extremely reliable.  Inspections(Tune-Ups) are $400-$1200(Inspection II)  Brakes will be $400 per axle.  Tires alone are $600 installed for a 323i.  A new clutch will be $1,500 etc  Do you have the income to say I own a BMW?

  2. If the rear coil springs are not broken, then just have the lower and upper  spring pads replaced. If the front and rear pads and rotors are below specs, then just bite the bullet (these you can easily verify yourself). If the flex disc (guibo) is cracked, then have it replaced. But do not have the whole output shaft replaced not unless it is really defective (like having wornout center bearing/bushing, wornout universal joint, etc.).

Thermostats and v-belts are normal maintenance items so you have no choice.

As to who does the repair and how much you pay is up to you. Usually, independent shops charge less. But go for a reputable BMW independent shop and not just any auto repair shop.
