2000 ford windstar power steering rack and pinion

mechanic told me i need to replace rack and pinion, said boot was cracked. how can i tell if it is bad. could i simply replace the boot. how can i tell if it has leaked to much fluid. i have seen no fluid in drive or anywhere but it could just be coating the parts or blowing by. how hard is it to do yourself if your decent at mechanic work

I blew out a tire, which is causing power steering fluid leak around boot.  Can I replace the boot or is it more involved.
