2001 pontiac sunfire will not turn over?

i replaced the block on my '01 sunfire now it will not turn over. i don't know if it is a wiring problem w/the starter or if it is an anti theft problem. i've tried re-wiring the starter every which way,checked all fuses but no luck. when i manaully jump the starter to the soleniod the engine will turn over. any suggestions?

  1. With the key on (but not running) make sure the security light is not flashing. If it is, leave the key on and let it sit for 15 to 20 minutes. Should reset. If the light is not flashing I would guess a ground problem, or a relay issue. The starter relay may not be tripping because of a ground out.

    Take the plasic cap off of the relay, plug it in and turn key on. Use a small s***w driver with a non metal handle to push in the "contact ear". Its a small metal tab that makes connection when energized. If the car does not turn over. I would then check grounds on the block.
