2003 Honda Civic LX Turn Signals.?

Could anyone tell me how to change the flashing speed for the signal lights? Do I have to get a whole new flasher to do that?

change the bulbs to LEDs thats what i did

They flash fast like that because the electrical system senses the incorrect amount of energy being consumed by the bulb that's why led's flash fast because they use less energy you have to buy capacitors to fix that.  Why would you want them to blink fast? That is not worth the money.
