200cc lifan?

ok so the wheeler i was looking at wasnt a blaster,it was a 200cc lifan,but the guy never had it registered or insured or anything,so it seems kind of weird to me,im going down to look at it but not sure if im going to buy because of registration reasons.does anyone know if these things can be registered and insured? i live in the fredericton new brunswick area.

oh and he also said hes not sure what year it is,but im taking the cerial number and going to look to see if i can find out what it is.

  1. 'Lifan' is a Chinese scooter?  Went through a no title situation in  Wisconsin  on a little Yamaha- was Moped in a state that didn't title mopeds at the time of sale. Got it registered in 2 states now- but the situation was known. 200cc should have been a motorcycle registration - but some of the mainland Chinese scooters sold over Internet do not come with titles- have a Manufacturers Certificate of Origin. The kicker is the scooter may not meet state standards for road use and will not be titled or allowed to register in state of residence- the California not allowed in to be titled situation happens - vehicles sold in California, not allowed to be road titled and when person tries to sell in next state the title missing from state of original sale delays things. Canada has some similar laws, provincial 5hp lower limit for motor-driven cycle and some 150cc/15 hp limits . 200 cc 2 stroke scooter recent manufacture may not meet pollution standards and won't be allowed on road.  Cheap sale price may not mean stolen- but not allowed on road is almost as bad. Check your DOT for info on pollution laws, safety laws and instrument laws- couple cases of new vehicles with non metric speedometers needing change to be legal registered noted BC area. If not stolen and properly equipped may just need bill of sale, manufacturers info, inspection and some extra money to get on road legally.
