What operators/functions are you allowed to use?

Average(21, 3) * 10 / 5 = 24

12 * 10 / 5 = 24

Floor(5/10) + 21 + 3 = 24

Floor(.5) + 21 + 3

0 + 21 + 3 = 24

10C(5-3) - 21 = 24

10C2 - 21 = 24

45 - 21 = 24

xCy is the number of y element combinations from an set of x things.

xCy = x! / (y! * (x-y)!)

(21 base 5) + 10 + 3 = 24

11 + 10 + 3 = 24

EDIT: Yeah, I know it's just +, -, /, and *.  I just wanted to try a little thinking "outside the box."  Here's the answer you're probably looking for:

(10 + 5) * 3 - 21 = 24

Of course, since addition and multiplication are commutative, there are three more similar answers:

(5 + 10) * 3 - 21 = 24

3 * (10 + 5) - 21 = 24

3 * (5 + 10) - 21 = 24
