I htink that's a three, becuase i'm a size three, and i bought shorts from forever 21 the other day and the pants said 25 inches, and it fits perfectly.

usually a 25in waist is around a zero, one, or a size two depending on the size of your hips

yeah I wear a 24-25 depending on the brand :) and I wear a 0 to 1 so yep your right! :) that's the closest but it verys on the brand but yeah that's about right.
