  1. If you are hosting an event you really shouldn't expect your guests to bring anything or contribute in anyway.

If you are just organizing the event though it is OK to expect them to bring something.... just be careful with how you word it.

If you say "I am hosting a party for Mary," that means you are paying for everything.

If you say "Mary's birthday is Friday and if you all want to do something we can use my place.  I will buy the birthday cake," then people know that you aren't going to be feeding them a huge meal or providing alcohol etc.

It really comes down to your budget... a quiet evening at home can be just as fun as a wild night at a club.  It really just depends on the preference of your guest of honor.

  2. It depends on the type of person you are.  Where I live, people sometimes have them at clubs where your guests are issued a raffle type ticket and admitted free. Some clubs will also give you a flat fee it they are to serve the food. Some that don't serve food will allow you to prepare and bring the food yourself. My friends and I are drinkers so we prefer to  have it at a club or someones house. The way we usually do it is certain people will cook and the rest of the people we invite will brink liquor and/or beer. Our menu is usually the same: chicken wings, lasagna, pasta and/or tossed salad, meat balls, potato salad or mac. salad, shrimp, maybe fried turkey.
