I'd go with crushed graham crackers.

The graham crackers would be awesome, but crushed rock candy would work too.

I was going to say crushed graham crackers as soon as I saw this question, but several others already have, as you can see :-)  The crushed Oreos idea sounds good too, but I agree that it would probably look more like dirt than sand.  How about  "golden" cookie crumbs?

Use crushed golden-colored cookies like pecan sandies. If there's a nut allergy concern, use Brand X vanilla sandwich cookies, scrape off the filling, crush  and sprinkle with brown sugar.

When you said "give," are you giving the buckets out as favors, or as desserts?  If it's dessert, you can use butterscotch pudding, ... and you could always use graham cracker crumbs......

I'd use butterscotch or vanilla pudding and sprinkle it either with grahm cracker crumbs or a little (repeat LITTLE) bit of brown sugar. It has the same look and consistency as wet sand.

this question realy depends on if its for desert or a favor caouse if it is desert u can use vanilla puidding but if its for a favor i would go with rice crispie treats or grahm crackers

Best sand... mix white and brown sugar, but with fishing worms you might want to consider dirt...which would we crushed up Oreos.
