GOI CAN not go to each and every poor person. It is bad luck / poor luck of poors that they are in hands of corrupt staff. I am also in hands of careless.

Poor can come forwards for assitance. First come, first serve. Clever always get more.

The schemes are not properly researched or studied for effectiveness. The spirit behind the scheme is lacking, and many govt. officials only benefit from the scheme and the scheme never reaches the poor, who require it badly. The govt. and the concerned officials are both inefficient and corrupt.
