i have a 3 yr old son who doesn't talk, well he talks but no one can understand him, like he's speaking his own language. He only uses about 5 words that we can understand. He understands us and follows directions fine but he won't talk and i'm starting to get worried. Is this normal?

Fortunately children who come from bilingual families do not have speech developmental issues due to to their foreign roots. They may have a slight delay with the speech as they are learning two languages. These children usually have a higher IQ. Boys development is slower then girls, so be patient, if he understands you, but is not speaking clearly and in full sentences, help him by telling him exactly what to say and let him clearly repeat you, then try to ask him to TELL you what he wants. He will learn to speak. If you give him what he wants without having him say at least a word of what he needs to say, he will learn that mommy knows anyway, no need to speak.
