Are you 30Mbps busrtable to a higher rate, or a lower speed burstable to 30?  The 'burst' cannot normally exceed 5% of your typical max peak usage, most ISP's use some formula based on that amount.  If you exceed that percentage, you will be billed at the higher rate.
