I believe you need to have people who can compromise on issues before they can settle their different views on any issue.

small issues- yes

large issues- no

with small issues (who has been stealing my newspaper) then there is no reason to go a higher authority, but with a large issue (someone shot a gun at my house) then definatly go to the police...i guess im saying, it all depends on the circumstance

Depends on the issue.  When there is violence involved, or a neighbor who refuses to compromise, sometimes court is a viaable alternative.
