Is there any way i can make a 3GPP2 video clearer?

This video was captured using a cell phone and is highly compressed - and the cell phone lens and imaging chip is small... all these factors (and more) go into good quality video.

Once the video is captured, it is what it is - looks OK in a small window - look bad in full screen mode. That is what compression does... In this case, it allows you to send a video stream quickly from a cell phone to wherever... If it was high quality video, it would take a lot longer to send.

Once you have the video file, there is no way to replace the discarded information. So, no, there is no way to "make a 3GPP2 video clearer" unless the phone uses way less compression to start with... a bigger lens and bigger imaging chips would help a lot, too. But then, the phone would need to be bigger.
