I assume you're looking for "y" in terms of "x". (?)  Ok.  Get Y by itself:

7y = 14 - 3x

y = 1/7( 14 - 3x )

y = f(x)  = 2 - 3/7 x

or if you solve it for x and y, x=0 and y=2
